Basic Concept
Guided by its corporate philosophy, the Tsubaki Spirit, the Tsubaki Group has made safety and quality its highest priorities in the Code of Conduct. As a manufacturing company, we work to prevent occupational accidents and to maintain and enhance employee health in line with our Basic Health and Safety Policy. In February 2009, the Group established the Group Health and Safety Committee, which leads initiatives to strengthen health and safety across the entire organization.

Health and Safety Management System
The Group has established the Group Health and Safety Committee to oversee health and safety activities across the organization. The Committee develops the Health and Safety Activities Plan, while its secretariat monitors the progress of safety activities at each business site.
Our ongoing activities are guided by the following three pillars of the Health and Safety Framework.
(1)Risk management: Promote risk assessment activities to prevent serious accidents
(2)Improving equipment and work environment: Develop and implement machinery and equipment safety guidelines to ensure fundamental safety of machinery
(3)Safety training: Foster safety-oriented personnel who consistently understand and follow basic safety protocols
Occupational Health and Safety Initiatives
The Group promotes health and safety activities across the entire Group based on the Basic Health and Safety Policy along with the Health and Safety Management Regulations. Beginning in FY 2020, we disseminated the Basic Health and Safety Policy throughout the Group and implemented the Health and Safety Management Regulations as the foundation of our health and safety management system.

Revision of the Basic Health and Safety Policy and the Health and Safety Management Regulations
The Group first established a Health and Safety Philosophy and a Basic Health and Safety Policy. In April 2020, these were integrated and revised into a new Basic Health and Safety Policy that is simple and easy to understand. Although health and safety initiatives had been implemented at each business site, the Group’s policies, objectives, and operational details had not previously been consolidated. To address this, we formally documented them as the Health and Safety Management Regulations.
This has laid the foundation for the Group’s health and safety management system, enabling the systematic monitoring and follow-up of activities.
Global Expansion
In FY 2019, we began tracking the number of accidents at our global sites and sharing both accident case studies and best practices as part of our global occupational health and safety activities. Guided by our core principle that safety is our top priority, we are advancing global health and safety initiatives with the aim of eliminating workplace accidents, despite the diverse legal frameworks in which we operate.
Starting in FY 2025, we have been publishing real-time reports on lost-time accidents to further strengthen transparency and accountability.
Principal Initiatives for FY 2025
In FY 2025, we worked to strengthen on-site training for less-experienced workers. This is a measure based on the fact that, in the Group’s analysis of occupational accidents, more than half of the injured were workers with less than four years of experience.
Interviews with young injured workers revealed that while they had received guidance on work methods, safety education was not sufficient. Accordingly, each team organized the commitment to safety, characteristics of the work, past accident cases, and rules to be observed that supervisors must always communicate to workers, and carried out thorough instruction to subordinates. Above all, the most important thing is to clearly convey to workers the supervisors’ wish that we want everyone to return home safely without injury. We expect this wish to lead to daily safe behaviors.
In addition, in safety education, it also became clear that classroom-based knowledge education (OFF-JT) was the main focus and that the proportion of on-site practical education (OJT) was low. Going forward, we will also review the approach to safety education, such as shifting to OJT.
In addition, following FY 2024, we continue to implement RA_2025, which aims to prevent serious accidents before they occur.
Received the Machine Safety Promotion Award
At the “FY 2025 National Industrial Safety and Health Convention” hosted by the Japan Industrial Safety and Health Association, Tsubakimoto Chain received the “1st Machine Safety Promotion Award.” This award was newly established in FY 2025, and Honda Motor Co., Ltd., Kewpie Corporation, and the company were the first three award recipients.
The award was granted in recognition of our thorough implementation of the machinery and equipment safety guidelines, one of the three pillars of the Group’s occupational health and safety activities. Based on the premise that people make mistakes and errors, we intend to continue machine safety promotion activities with the aim of achieving machinery and equipment that do not cause injuries even if mistakes are made.
